I was rushed to the emergency room by ambulance, with a suspected burst ulcer. After my examination, they could not establish my he alth condition and how dangerous it is. The doctor who examined me in the emergency room wanted to do further tests to clarify my diagnosis and admit me to the hospital for observation. I do not have he alth insurance, as a result of which I was told that they could not do the necessary tests to determine my condition. They wanted me to pay the insurance due at the moment, otherwise they can't give me the help I need. I did not have this option, so they provided me with a sheet that I signed to voluntarily refuse treatment. What are my rights in this case?

In the event that you fall into the category of people defined as socially weak, you do not have income and/or personal property that would ensure your participation in the he alth insurance process, we inform you that according to Art. 336, para. 1, Item 3 of the National Framework Agreement for Medical Activities - 2018, the NHIF regulates the purchase of hospital medical care activities in accordance with Decree No. 17 of the Council of Ministers from 2007 on determining the conditions and procedure for spending the targeted funds for diagnostics and treatment in medical facilities for hospital assistance for people who do not have income and/or personal property that would ensure their personal participation in the he alth insurance process according to §9, paragraph 1 of the 2018 ZBNZOK and §8, paragraph 1 of ZBNZOK for 2019. In these cases, according to para. 3, from art. 336 of the NRD-2018. payment is made through earmarked funds from the Social Assistance Agency in accordance with §9, para. 3 of the 2018 ZBNZOK and §8, para. 3 of the 2019 ZBNZOK
In connection with the above, if you are socially weak, (which you should certify by presenting a document from the Social Assistance Agency to the hospital), you may use medical assistance, for which the NHIF will pay the hospital, and the funds for your treatment will be transferred to the NHIF by the Social Assistance Agency.
