My 4 month old son's pediatrician refuses to put anything in his he alth record. The reason: enough "paperwork" is written. He told me that when it comes to admitting the child to the nursery, he will give me a note with the vaccines given

I want to change it as soon as possible and I wonder when I register the child with another pediatrician, will he be able to give me a note about the previously administered vaccines? In short: is the pediatrician required to keep the baby's he alth record or not? If this is part of his duties, in which article is it mentioned so that I can quote it next time and accordingly, the pediatrician can do his job

According to Art. 5 of the Ordinance on implementing the right of access to medical care: (4) (Amend.- SG No. 5 of 2011, repealed previous paragraph 3, No. 22 of 2016, in force from 04.1.2016), the National He alth Insurance Fund issues to each he alth insured a he alth insurance book and separate registration forms for implementation of his right to choose. In this booklet, the general practitioner administers the immunizations carried out.

In Ordinance No. 15 of 12.05.2005 on immunizations in the Republic of Bulgaria, issued by the Minister of He alth, in Art. 12 (1), item 2, it is written that doctors who administer biological products enter a date, immunization code in: "the immunization passport in the he alth insurance book or personal outpatient card (LAK) for people without a selected personal physician; Item 3. in the epicrisis or exchange map of the newborn; Item 4. in an outpatient list (form MH-NHOC No. 1)".

(2) The immunization passport is kept by the patient or his legal representative or guardian and is provided for registration at each immunization and re-immunization performed.

According to the National Framework Agreement for Medical Activities for 2020-2022: Art. 137. (1) The general practitioner is obliged to:

1. Implements "Maternal He alth", "Children's He alth" programs, performs preventive measures for those with he alth insurance over the age of 18, forms groups of people with risk factors for the development of disease in patients over 18, performs preventive activities for people over 18 with risk factors for the development of a disease, according to Annexes No. 1, 2, 3, 5 and 6 of Ordinance No. 8 of 2016 and Annex No. 12 "Activities of GPs on immunoprophylaxis, Children's He althcare program", preventive examinations of insured patients over 18 years of age, formation of groups of people with risk factors for the development of a disease in patients over 18 years old, preventive activities in patients over 18 years old with risk factors for the development of a disease and the "Maternal He alth" program;

7. Issuance of a he alth and prevention card, provision of data on completed mandatory immunizations for the age and issuance of a medical note on the lack of contact with an infectious patient, necessary for kindergarten, as well as postponement of immunizations in case of contraindications in the cases of Ordinance No. 15 of 2005.

NHOK purchases, pays for the agreed and performed activities of primary outpatient medical care providers in accordance with Ordinance No. 9 of 2019 on certain elements, among which is the preventive activity under the "Children's He alth" program, including performed mandatory immunization and reimmunization of people from 0 to 18 years old, according to the Immunization Calendar of the Republic of Bulgaria - appendix 1 to article 2, paragraph 2 of Ordinance 15 of 2005 and appendix 12. (Art. 179 of the NSD for MD 2020), and the payment is due and reported with an electronic report in a format specified by the NHIF for the performed activity, reflected in the outpatient sheets. (Art. 181 of the Law on MD).
